<p>Today saw Edinburgh&#8217;s Scottish National Portrait Gallery reopen following a two-and-a-half-year, £17.6m (US$27.4m) refurbishment. Conversion of office and storage areas sees 60% more space available for displays, and the world&#8217;s first purpose-built portrait space is redefining what a portrait gallery should contain; amongst the displays are photographs of the Scottish landscape—portraits of the country itself.</p>
<p>First opened in 1889, Sir Robert Rowand Anderson&#8217;s red sandstone building was gifted to the nation by John Ritchie Findlay, then-owner of The Scotsman newspaper and, a well-known philanthropist. The original cost of construction between 1885 and 1890 is estimated at over 70,000 pounds sterling. Up until 1954, the building also housed the Society of Antiquaries of Scotland who moved to the National Museum of Scotland buildings on Chambers Street. The society&#8217;s original meeting table now sits in the public part of the portrait gallery&#8217;s library, stared down on by an array of busts and phrenological artefacts.</p>

Twenty-one people were aboard, with such figures as prominent Chilean television presenter and co-host of breakfast programme Buenos Días a Todos (Good Morning Everyone) Felipe Camiroaga Fernández, and businessman and founder of the Desafío: Levantemos Chile (Challenge: Let&#8217;s Bring Chile Up) project Felipe Cubillos.</p>
<p>The accident involved a CASA C-212 Aviocar aircraft. Minister of Defence Andrés Allamand said on Televisión Nacional the crash &#8220;occurred in the late [Friday] afternoon near the remote Juan Fernández archipelago. [...] The scenario which we are facing is particularly adverse.&#8221; The plane tried twice tried to land at the Robinson Crusoe Island aerodrome before going missing. The Defence Ministry sent a frigate with a specialized rescue helicopter, and an aircraft to the crash site to help search for survivors on early Saturday.</p>
<p>Mayor of Juan Fernández Mr. Leopoldo González Charpentier reported conditions were &#8220;rough and windy,&#8221; and &#8220;aviation authorities lost communication with the plane as it approached the islands.&#8221; &#8220;We assume that there was an accident and that there are no survivors. [...] Clothing, passengers&#8217; suitcases and some sandals have been found in waters about one kilometre [0.6 mile] from the islands&#8217; landing strip,&#8221; González stated.</p>

<p>The case is being led by the family and estate of the late jazz musician Chet Baker; moving to take legal action against four major labels in the country, and their parent companies. The dispute centres around unpaid royalties and licensing fees for use of Baker&#8217;s music, and hundreds of thousands of other works. The suit was initially filed in August last year, but amended and reissued on October 6, two months later. At that point both the Canadian Musical Reproduction Rights Agency (CMRRA) and Society for Reproduction Rights of Authors (SODRAC) were also named defendants.</p>
<p>January this year SODRAC and CMRRA switch sides, joining Baker et al. as plaintiffs against Sony BMG Music, EMI Music Canada, Universal Music Canada and Warner Music Canada. David A. Basskin, President and CEO of CMRRA, with a professional law background, stated in a sworn affidavit that his organisation made numerous attempts over the last 20 years to reduce what is known as the &#8220;pending list&#8221;, a list of works not correctly licensed for reproduction; a list of copyright infringements in the eyes of the Baker legal team.</p>

Their music, which centres on an honourable warrior lifestyle or on metal itself, quickly became popular in 2003 on the Internet, resulting in a petition by fans being sent to several record labels demanding a recording deal. In late 2004 the band signed to Warner Music Finland, and the following year debut single Taivas lyö tulta rose to number one in the Finnish charts, and debut album Metallitotuus hit number two and went platinum, and has now sold about 47,000 copies.</p>
<p>The band, who sing exclusively in Finnish, have just released their third album, Myrskyntuoja. The lead single on this album is Missä miehet ratsastaa, which Teräsbetoni decided to enter in the Finnish selections for the 2008 edition of the Eurovision Song Contest, where it was selected to go on to the semi-final in Belgrade, Serbia as Finland&#8217;s representative this year. Although Finland has seen limited success in the contest, their only victory was with a comparable group. In 2006 hard rock band Lordi &#8211; whose monster costumes and pyrotechnic displays are famed &#8211; achieved a record 292 points in the final with Hard Rock Hallelujah.</p>
<p>Teräsbetoni&#8217;s frontman, vocalist and bass guitarist Jarkko Ahola&#8217;s fame extends beyond the band he heads. He also features in Finnish symphonic power metal cover supergroup Northern Kings, alongside Marco Hietala of Nightwish and Tarot, Tony Kakko of Sonata Arctica and Juha-Pekka Leppäluoto of Charon.</p>

<p>On Friday, a strong earthquake in Japan triggered a massive tsunami throughout the Pacific Ocean. Chilean President Sebastián Piñera declared a &#8220;preventive tsunami warning&#8221; that morning. &#8220;I want to express my, and Chilean people&#8217;s solidarity with the Japanese government and people, who were hit by one of the worse earthquakes and tsunamis in the history of mankind,&#8221; Piñera said. Later that day, the tsunami first reached Chilean territory in Easter Island, without causing any damage.</p>
<p>Meanwhile, in Pichilemu, O&#8217;Higgins Region, the tsunami warning caused panic amid people. &#8220;It reminds me of 4 October 1994 [after an earthquake in Russia provoked a tsunami throughout the Pacific], when we had to leave everything and either go to the hill or Santa Cruz,&#8221;((es)) a fisherman told Wikinews.</p>

The February 27 earthquake and a subsequent tsunami completely destroyed Pichilemu&#8217;s most coastal street and its oldest villages. Wikinews has also had access to the original design plans of the new kiosks in Pichilemu, and conducted an interview with merchant Alejandro Mella, known locally as the King of the Cochayuyo (&#8220;El Rey del Cochayuyo&#8221;), who lost his kiosk after the earthquake.</p>
<p>Pichilemu is a coastal city in the O&#8217;Higgins Region of Chile, known as one of the &#8220;best surfing spots&#8221; in South America. Its current Mayor is Roberto Córdova Carreño, who was elected internally by the Councillors of the city in September 2009, after several political controversies that ended with three Mayors being displaced.</p>

The policy has been the cause of protests across the United Kingdom by students, some of which have turned violent. It has also been a source of considerable criticism and political difficulties for the Liberal Democrats and has raised questions as to the long-term viability of the Coalition government.</p>
<p>The new policy on tuition fees will allow universities to double the current tuition fees from £3,290 per year to around £6,000 per year, as well as allowing some universities to get special approval from the Office For Fair Access (OFFA) to raise their fees to £9,000 per year. If passed, the new fee structure will apply starting in the academic year of 2012/2013. The vote on Thursday will only be on the fee rise, with other matters being voted on in the new year following publication of a new higher education white paper.</p>
<p>In addition to increasing fees, the policy will increase the payment threshold at which payment is made. It is currently set at £15,000 and will rise to £21,000, but the interest rate will also rise. It is currently 1.5% but will now vary from between 0% and 3% plus inflation (using the Retail Price Index).</p>

Edinburgh&#8217;s Chambers Street was closed to traffic for the morning, with the 10am reopening by eleven-year-old Bryony Hare, who took her first steps in the museum, and won a competition organised by the local Evening News paper to be a VIP guest at the event. Prior to the opening, Wikinews toured the renovated museum, viewing the new galleries, and some of the 8,000 objects inside.</p>
<p>Dressed in Victorian attire, Scottish broadcaster Grant Stott acted as master of ceremonies over festivities starting shortly after 9am. The packed street cheered an animatronic Tyrannosaurus Rex created by Millenium FX; onlookers were entertained with a twenty-minute performance by the Mugenkyo Taiko Drummers on the steps of the museum; then, following Bryony Hare knocking three times on the original doors to ask that the museum be opened, the ceremony was heralded with a specially composed fanfare – played on a replica of the museum&#8217;s 2,000-year-old carnyx Celtic war-horn. During the fanfare, two abseilers unfurled white pennons down either side of the original entrance.</p>
<p>The completion of the opening to the public was marked with Chinese firecrackers, and fireworks, being set off on the museum roof. <p>BP released their report into the causes of the Deepwater Horizon disaster earlier this year on Wednesday, and shifted much of the blame for the explosion and subsequent oil spill in the Gulf of Mexico, the largest accidental marine oil spill in the history of the petroleum industry, onto Transocean, the company managing the rig. The report concludes by stating that decisions made by &#8220;multiple companies and work teams&#8221; contributed to the accident which it says arose from &#8220;a complex and interlinked series of mechanical failures, human judgments, engineering design, operational implementation and team interfaces.&#8221; The report, the product of a four-month investigation conducted by BP&#8217;s Head of Safety Operations, Mark Bly, criticizes the oil rig&#8217;s fire prevention systems, the crew of the rig for failing to realize and act upon evidence that oil was leaking from the surface of the ocean, and describes how BP and Transocean &#8220;incorrectly accepted&#8221; negative pressure test results. The document goes on to note that the blow-out preventer failed to operate, likely because critical components were not operational.</p>
<p>Bob Dudley, who will become chief executive of BP, described the accident as &#8220;tragic&#8221;. He said, &#8220;we have said from the beginning that the explosion on the Deepwater Horizon was a shared responsibility among many entities. This report makes that conclusion even clearer, presenting a detailed analysis of the facts and recommendations for improvement both for BP and the other parties involved. We have accepted all the recommendations and are examining how best to implement them across our drilling operations worldwide.&#8221; The report included 25 recommendations, according to a press release, &#8220;designed to prevent a recurrence of such an accident.&#8221; The oil company has previously blamed Transocean and Halliburton, the well contractor, for the disaster and BP executives feel they have been unfairly blamed by US politicians for the disaster, and the report continues this view.</p>

The filters appear to be applied because Wikimedia sites are hosting a Scorpions album cover which some call child pornography. Scorpions are a German hard rock band who have used several controversial album covers and are perhaps best known for the song Rock You Like a Hurricane.</p>
<p>The measures applied redirect traffic for a significant portion of the UK&#8217;s Internet population through six servers which can log and filter the content available to the end user. A serious side-effect of this is the inability of administrators on Wikimedia sites to block vandals, and other troublemakers, without potentially impacting hundreds of thousands of innocent UK contributors who work on WMF sites in good faith.</p>
<p>The filtering is in response to the Internet Watch Foundation&#8217;s list of websites that host content reported to contain inappropriate images of naked children. The IWF considers those images child pornography. However, in the United States, where the websites of the Wikimedia Foundation are hosted, it is not considered obscene under the criteria of the Miller test, which requires that an obscene work lack &#8220;serious literary, artistic, political or scientific value&#8221; &#8211; as album art is used to &#8220;brand&#8221; the album, it is considered to be artistic.</p>
